I have always found descending faster than ascending or bouldering (scaling laterally). I also believe the speed you move climbing is closely related to the difficulty of the rockface...
I would suggest you can climb a number of meters equal to half the difference between the difficulty factor of the climb and your Reflexes with a minimum of 1 metre per round. I.e. Reflexes 18 climbing a dangling rope (difficulty 6) could move 6m per round. (In my experience this would have to be a knotted rope to be only difficulty 6!) When descending you might use their normal climbing speed but give them an extra metre of distance covered.
